The rise of negative content in the form of false news (hoaxes) and bullying in social media has reached an alarming stage. Even considered to lead to the disintegration and integrity of nation and state. This is a concern of many parties, especially governments, social media activists, to related industries such as mobile operators and social media applications (OTT).
“The regulation clearly regulates the content of social media that is contrary to the rules of the state and not in accordance with the culture of the nation,” said Minister of Communications and Informatics Rudiantara, when met in Jakarta, a few days ago.
The regulation in question is the ITE Law (Information and Electronic Transactions) no. 19 of 2016 which regulates how to use social media properly. In order to counteract the negative content on social media, according to the man familiarly called Chief RA, it is very important to cooperate with all elements of the nation in the fight against negative content in social media.
Governments, people in all segments, to platforms must move together. The concept, according to Rudiantara, Ministry of Communications and Information handles this negative content from upstream to downstream. “The upstream is the literacy of information as per the mandate of the Act of ITE no.19 of 2016. While on the downstream side there is a hard approach such as blocking sites and so on,” said Rudiantara,
For information, currently, the government-run Trust + system already contains 800 thousand black lists but also makes a list of internet positive that reaches 250 thousand. The target, in the next 2-3 years, this positive list has exceeded the black list.
Meanwhile, Agung Harsoyo, Commissioner of BRTI as well as a lecturer at the Faculty of Electrical Technology Institut Teknologi Bandung in a seminar held by Indonesia Technology Forum (ITF) on Monday (08/28/2017) said BRTI encourages the synergy of all parties and institutions in tackling negative content in social media. “Telecommunication subscriber registration rules will be improved and IPv6 enforcement as a digital identity and facilitate tracking of negative internet users,” Agung added.
From representatives of over the top (OTT) actors attended by Agung Yudha Project Policy Lead Twitter Indonesia. He said Twitter is committed to muffling and preventing negative social media content. “We have a content filtering system, so the negative content is not circulating globally we have blocked a million accounts related to terrorism and violence,” he explained.
Agung Yudha also added that application users should also read the rules and terms of services before using the service. Because there is a rule about conservation when the post has become public consumption.
As is known, Twitter is one of the most widely used social media to spread negative content such as hoax, bullying, hate and so on. Although the filtering has been done, until now the spread of negative content is still strong.
ITF seminar was also attended by KH Masduki Baidlowi, Chairman of the MUI for Infocom Field as well as the NU’s Wasekjen. MUI some time ago has published MUI Fatwa number 24 the year 2017 about Law and Guidance Bermuamalah (social affairs) through social media. One of the contents is that every Muslim who socializing through social media is forbidden to do ghibah (talking about the ugliness or disgrace of others), slander, namimah (sparring sheep), and the spread of animosity.
The MUI also prohibits harassment, hate speech, and hostility based on ethnicity, religion, race, or intergroup. “We call on other institutions to work together to eliminate negative content that leads to public unrest,” Masduki added.
In order not to get caught up in issues and legal risks, people should understand the existing regulations, enforce social ethics starting from self, always check the truth of information to be shared (public), also must be careful if you want to post things or data that is personal.
